Gloucester Road Chipseal Survey: Share Your Experience

Welcome to the PRRA Feedback Portal

The Papamoa Residents & Ratepayers Association (PRRA) is seeking your feedback on Tauranga City Council’s decision to apply chipseal over the existing hotmix surface on Gloucester Road.

We believe this is a backward step for our neighbourhood and one of the poorest maintenance choices for a suburban environment. Your input will help us build a strong, evidence-based case to present to TCC requesting that this decision be reversed or reconsidered.

What We’re Asking You About

This short survey captures how the new chipseal surface is affecting your daily life, with a focus on:

Noise Pollution
Increased road noise and a noticeably rougher, harsher surface.

Appearance & Surface Issues
Tar bleeding, poor visual quality, and loose metal chips migrating onto footpaths, verges, and driveways.

Safety & Usability
Difficulties and risks for cyclists on the new surface.

Longevity & Cost
The short 5–7 year replacement cycle of chipseal compared with the long-lasting durability of hotmix.

Your Commitment (Please Read)

Time required: Approximately 1 minute.
Deadline: Responses are needed by 24 November 2025 so we can finalise our formal submission to TCC.
